Oonagh McDonald is an international regulatory expert, and is complaints commissioner for ICE Futures and ICE Clear. She has previously been director of the Financial Services Authority (1993–98), a member of the Gibraltar Financial Services Commission and various UK regulatory bodies, as well as a director of commercial companies, including Scottish Provident and Skandia. She has also advised regulatory authorities in Asia, Russia, and Ukraine. She was member of parliament for Thurrock in Essex (1976–87), and before that a philosophy lecturer at Bristol University. She is the author of a number of books, including The Future of Retail Banking in Europe: A View from the Top (with Kevin Keasey, 2002) and Fannie Mae and Freddie Mac: Turning the American Dream into a Nightmare (2012). In 1998, she was awarded a CBE (Commander of the British Empire) for services to financial regulation and business.
